Driving results in a complex police construction project

The Hague police force is getting a new unit headquarters: a 50,000 m² multi-purpose building spread over seven floors. This modern facility brings various departments together, from investigative units to laboratories, offices, and support services. Construction is in full swing, involving complex logistical and technical challenges. To manage this project effectively, the police are working with external specialists, including Embera.

A highly dynamic project

“The police is a dynamic organization where decision-making processes work a little differently than in the private sector,” says Feddo Braun, project manager at the police.

“You have to understand that to work effectively. Rudger de Jong, project manager at Embera, quickly mastered this. He knows who to involve and how to get processes moving. That makes him a great asset to this project.”

With various departments under one roof and diverse user requirements, the project demands a flexible and structured approach. “Everyone has their own priorities,” says Feddo. “It’s great to have a partner like Embera that asks the right questions and ensures the necessary information is brought to the table—so that decisions can actually be made.”

Technical expertise and financial control

Technical choices and adjustments play a major role in this project. From variations and scope changes to installations that must function perfectly, a solid grasp of the subject matter is essential. “When it comes to these types of changes, Embera doesn't just flag issues; they take charge,” says Feddo. “Rudger is responsible for monitoring the finances related to all changes. This starts with identifying adjustments early and clarifying their impact. He actively contributes to cost-efficient solutions and performs substantive checks on the contractor’s proposals.”

“What I appreciate is that Rudger doesn't just take things at face value,” Feddo continues. “He dives in, gets to the heart of the matter, and then provides well-founded advice. Even in discussions with the contractor, he remains critical yet constructive. That is exactly what you need at this level.”

For a project of this scale, you need people who understand both construction processes and building systems. “Embera brings that technical knowledge,” says Feddo. “The organization understands not just what is on paper, but how it works in practice. That helps immensely in assessing changes and finding solutions that truly work.”

BREEAM

Sustainability is central to the building's development, with the police aiming for the highest possible BREEAM certification. This label not only guarantees good energy performance but also considers comfort, material use, and ecology. The building has already achieved the ‘Green Excellent’ status for the design phase: the second-highest score. Embera is overseeing the certification process.

Looking ahead: from construction to commissioning

‍The completion of the new unit headquarters is scheduled for early 2026. But the project won't be finished then. Moving 2,800 employees from various locations is a massive logistical operation. At the same time, daily police work must continue without interruption.

The handover to real estate management will be an important point. The new building must be carefully transferred to the police's property management organization, with clear documentation and instructions for management and maintenance. “That's not a job you finish in a day,” says Feddo. “You have to work towards it step by step. Rudger plays a role in that too, so I can be sure everything runs smoothly.”

With another year of construction and the commissioning still ahead, the project remains very much in motion. “As far as I'm concerned, we'll keep making use of Embera's input for a while,” Feddo concludes. “The organization knows what's going on and makes sure the right things happen on time. I can share responsibilities with peace of mind, knowing it will turn out well. Embera aligns with what we need – that's tailor-made. And exactly what you need on a project like this.”
